Started in 1997 as the Hypertext Rules Project, hallikainen.com has become a popular resource for those needing quick access to the rules of the Federal Communications Commission. At this writing, a Google search using the words FCC rules turns up 6,380,000 results. hallikainen.com is number two, right behind the FCC itself. A phrase search on "FCC rules" turns up 1,390,000 results with hallikainen.com, again, number two, right behind the FCC. In 2005, the site had about 150 page views per day.
How it works
hallikainen.com starts with raw text of the rules
from the Government Printing Office. Each morning, the text
for each part of the rules is downloaded from the GPO. Each part is then split into rule
sections. Links are added to other rules cited in each section so users can quickly view
those rules. Links are added to the Federal Register pages that define the regulatory history
of each rule. Links to previous versions of the rule are added. A link to CiteFind (see below)
is added. Finally, your ad is added to the file.
CiteFind
When taking a class on legal research, I learned the value of
Shepardizing a case or
statute. Shepard's would give you a list of all cases citing a specific case or statute.
It's a great way to see how a precedent or statute is being interpreted. Similarly,
CiteFind gives you a list of all FCC website documents that cite a specific rule. This
is an easy way to find the NPRM and Order that created the rule. Additional documents
show how the FCC is interpreting the rule. Each CiteFind entry has links to each version
of the particular document (different file types) and the context in which the citation of
the rule was made. Clicking on the rule number in the citation loads the document in your
browser and scrolls to the citation.
Advertising
The site runs an ad at the top of each rule section. Half the rule sections run ads from
Google. The other half the ad sections run ads from our ad server. You, therefore, have a
choice as to whether you'd like to buy "pay per click" ads (through Google), or just pay
a single price for the ads to run for a year, no matter how many clicks or impressions the
ad receives.
Pay Per Year
Ads from our ad server are categorized by FCC rule part. This allows the advertiser to
target a specific industry. For example, those serving the broadcast industry would typically
advertise in parts 11 (EAS), 17 (tower lighting and marking), 73 (broadcast services), and
74 (auxiliary broadcast services). Each ad costs $25 per year with a minimum purchase of
four ads per year. An advertiser can spread the ads among several rule parts or can place
additional ads in a single part (increasing the frequency the ad appears). In addition,
advertisers that provide a link from their website back to
hallikainen.com get an additional ad for free.
Ads should be 468x60 pixel image files. Your ad can reside on our server or yours (you provide the URL of the ad image). Our ad server sends you a monthly email summarizing the impressions and clicks. You can also log into the ad server at any time to view your current statistics.
